The Hebei International Talent Exchange Association was established in 1988 under the Hebei Provincial Science and Technology Commission, and has a history of 36 years. With the reform of the institution, it has successively become an affiliated public institution under the Hebei Provincial Foreign Affairs Office, the Hebei Provincial Department of Personnel, and the Hebei Provincial Department of Human Resources and Social Security. In 2018, in accordance with the requirements of the provincial party committee and government, the association officially separated from the Hebei Provincial Department of Human Resources and Social Security and became a 5A-level social organization registered with the Hebei Provincial Civil Affairs Department.

The association is recognized as an "Academician Workstation" by the Organization Department of the Hebei Provincial Party Committee, the Hebei Provincial Department of Science and Technology, and the Hebei Provincial Association for Science and Technology. It is also recognized as an "International Technology Transfer Center" by the Hebei Provincial Department of Science and Technology, a "Hebei Talent and Intelligence Introduction Base" and "Hebei Intelligence Workstation" by the Hebei Provincial Foreign Experts Bureau, and a "Shijiazhuang Intelligence Workstation" by the Shijiazhuang Foreign Experts Bureau.

In order to further integrate overseas high-end talent resources, expand cooperation space in multiple fields, and explore diversified cooperation channels, the association, together with three overseas organizations, jointly initiated the establishment of the "International Science and Technology Innovation Cooperation Alliance." The alliance has over 300 high-end experts, including overseas academicians, and more than 300 technology projects, covering dozens of fields such as biomedicine, agricultural technology, new materials, energy conservation and environmental protection, and electronic information.

The association always adheres to the principles of unity, collaboration, understanding, and tolerance, and upholds the spirit of integrity, pragmatism, cooperation, and innovation. Through resource integration, sharing, and market-oriented approaches, it strengthens the efforts to attract talent and intelligence, continuously expanding new opportunities for scientific and technological innovation and international cooperation.

III. Business Areas

The association mainly provides a talent matching platform that integrates talent introduction, consulting services, research docking, technology transfer, and international exchanges. It aims to promote the deep integration of the talent chain with the industrial chain, innovation chain, and capital chain, attracting and gathering overseas high-level talents, and providing strong technological support and intellectual guarantees for accelerating the establishment of a new development pattern and achieving high-quality development.

1. Establish exchange and cooperation relationships with friendly organizations, expert groups, research institutions, universities, relevant units, and individuals from all over the world, signing cooperation agreements, and widely carrying out international talent exchange activities focusing on the province's economic construction and social development.

2. Invite various foreign experts to the province for lectures, visits, exchanges, and work.

3. Select or assist relevant units in organizing professional technicians to visit, exchange, train, hold seminars, exhibit, or conduct research abroad.

4. Provide professional "one-stop" international education services, including exam guidance, study abroad planning, background enhancement, school applications, document guidance, visa services, etc., creating a full-stage academic and career planning for students.

5. Provide bid services for overseas technology demand projects for enterprises.

6. Carry out project promotion, technology transfer, and cooperation on behalf of foreign universities, research institutions, and enterprises.

7. Provide investment attraction services on behalf of various provincial-level governments.

8. Organize and implement various tasks entrusted by relevant departments of provinces and the China International Talent Exchange Association.
